Abstract: Early last year, shortly after taking office as Minister of Agriculture and Fisheries, I initiated a survey by my Ministry of the state of the livestock industry. Its purpose was to try to identify the factors which have influenced the output of the farming sector since 1960, and, particularly, to endeavour to determine the causes of the stagnation in production over the previous six years. After rapid increases in the late 1960s, sheep and dairy cattle numbers have gone back nearly to the level reached in 1965. The last ten years have been, then, a decade of decline. Only beef cattle numbers have continued to increase. The impact of falling sheep and dairy cattle numbers has been accentuated by an apparent decline in livestock performance…
