Abstract:

This scheme was originally drawn up in 1945, but, for reasons which will be stated, it did not commence to function to the extent that the many difficulties permitted it to function until January, 1951 - i.e., four years ago. The various factors which have been handicaps are discussed, and also the useful experience which has been gained.
